How do you make urlbar display all the time?

Every time I use /urlbar show or /urlbar toggle it shows for a few seconds and disappears. Or it disappears after I click on a link in the urlbar. How do I just leave ti on permanently? Couldn't find anything in the settings.

Tried setting visible_seconds to 0 but it didn't change anything.
