[Feature] Allow reordering cards by importing a spreadsheet

I know there's already a card to support import. At the moment the main requirement we have for importing is basically reordering the cards after gardening them in excel. Maybe others have the same requirement and it might be a first step towards full import.

Not so easy and requires quite a good amount of job, is anyone else interested?

@federicokeen what about the format, that is the spreadsheet columns? Should we use our export format or what?
I might add this soon.

I think the export format is the way to go, only adding a column for order
