Refactor scrape_chat to be reusable

Increasingly, Sloshy-specific logic has crept into this module even though I intended to keep it general enough to be used by other components.

Refactor the Sloshy logic back into sloshy.py, perhaps by using some sort of callback mechanism to control the traversal of transcripts.
