Roadmap phase tracker
This issue tracks trnsolver's work on Phase 5 of the trnsci roadmap.

What this phase means for trnsolver:
The rotation-block tile size for Jacobi is bounded by SBUF on
trn1; trn2's larger SBUF lets sweeps run with fewer round-trips
to HBM.
Done means:
- trn2-tuned rotation-block tile parameters.
- Runtime detection in the dispatch layer.
- Benchmarks quantify the trn2 vs trn1 sweep-time improvement.
Coordination
- Label:
phase-5-generation — matches the same label in every sub-project.
- Cross-project dependencies, if any, are called out in the "Done means"
list above. Link any PRs / child issues here for tracking.
