Get validator private key or address #3
Description
Send sigend message only if the node is a validator for the heartbeat.
Research how we can either access the delegator private key or address to sign a message that goes with the heartbeat message. This is required so we can cofirm heartbeats come from trusted sources and are not spammed on the network with fake data.
