Create a command to list all restricted channels

The command should dynamically list each channel which requires a role to join and the command which toggles the role. This would replace the MEE6 command which needs to be manually updated.

Should the bot print all the channels that require the Literate role (i.e, most of the channels). Personally I wouldn't think so because of the clutter and uselessness
