Examples from #30 show (and a quick internet search bears this out) that LC call number cutters can have work marks just like Dewey cutters can. At the moment pycallnumber's LC cutter type disallows this, which is an oversight. We should update the primary Cutter unit type so that work marks are allowed (which will negate the need for a separate DeweyCutter type).
