Migrate from AppVeyor to GitHub Actions #337
Description
The AppVeyor badge in our README is broken, and it seems like we haven't run a build in 7 years? It looks like we're using it for running Windows builds, but I'm pretty sure we should be able to do this with GitHub Actions now.
