'Get Started' button should scroll down the homepage

Multiple people have commented that they expected the 'get started' button to scroll down to content similar to what is available 'below the fold' on the homepage. ~nordus-mocwyl made this comment in regard to "I already scrolled past the get started button, why would I want to see more get started content anyways?" and ~forfel-norfel commented that clicking the button he would have expected more of that kind of content. This feedback is somewhat conflicting, but regardless it implies the current behavior is somewhat unintuitive.

Proposed near-term fix here is to have clicking get started scroll down to the below the fold point. Fix here should probably be made in concert with fixing #2371 scrolling behaviors.
