Add "Connecting" State

We get the proxyURL and plug it into Chrome, but that doesn't necessarily mean we have a stable connection established with URnetwork. We need to either use the Go SDK to get connection state, or simply ping an API endpoint until we get a response to handle a "Connecting" state.
