dns: allow setting a custom DoH server

The user should be able to set a custom DoH server.

- All vanilla port 53 DNS queries will be upgraded to the DoH server
- The connect libraries will internally resolve with the custom DoH server for platform communication. Currently the tunnel still uses the system DNS to do the platform resolutions (api and connect).
