[OQ] Which Open Questions should be resolved first for v0.1 freeze? 🥶❄️

SPEC.md has several Open Questions across the layers that need resolution before v0.1 freezes.

This thread is for the community to weigh in on priority and preferred resolution direction.
Drop a comment for any Open Question you have an opinion on, or upvote ones you care about.
Reference format: L<layer>-Q<n> (e.g. L2-Q1).

The ones with most traction will be addressed first in the spec.
