Set up intel machines on AWS for development

Deciding if this is worth being a deliverable or just something we can use to get out of our own way

• request AWS credits
• new package for the AWS infrastructure (later on, I hope to turn it into a template that can be reused)
• set up IAM Identity Center in OpenTofu (maybe using this? https://github.com/aws-samples/identity-center-users-and-groups-with-terraform)
• userdata to make sure Ubuntu desktop is installed and EFS system is mounted. Also install tutorials repo at this step, why not
• server infra (ASG, launch template, EFS, etc)
• download vitis into EFS and get it set up so it can be reused
• verify that tutorials can run even after machine restarts
