To run the Win32 version on Windows 7, you need to install Microsoft Visual C++ Redistributable packages for Visual Studio 2015-2022 or Update for Universal C Runtime in Windows.
To run the x64 version on Windows 7, you will need to find and replace the FFmpeg DLL files with Windows 7 support, or use other methods at your own risk.
