Add Indian (IN) National Holidays from 2010 Onward (Gazetted & Restricted)

The current holiday dataset for India (IN) does not comprehensively or accurately cover national holidays from 2010 onward, including both Gazetted and Restricted holidays.

• This issue proposes adding and updating the Indian national holiday data using official Government of India notifications and other authoritative sources to ensure long-term accuracy, reliability, and consistency of the library.
• Maintaining consistency with existing data structures and naming conventions
• Adding missing Restricted holidays with variable dates (which change every year)
• Adding and updating unit tests to ensure 100% test coverage for the new and modified data

I would like to work on this issue as my Winter of Code (WOC) project, taking ownership of verifying official sources, updating the Indian holiday dataset, and ensuring full test coverage. I have prior experience with holiday localization for Nepal and Bangladesh, which will help me contribute effectively.

Hi @NehaaGaikwad, thanks for opening this — this is a really well-scoped issue.

I’m also preparing for Winter of Code 2026 and would love to contribute here, either by collaborating or by taking up a clearly defined subset (for example, source verification for a specific year range or test coverage for restricted holidays).

I’ve started reviewing official sources such as the DoPT holiday circulars (https://dopt.gov.in/whats-new/holidays
) and the e-Gazette of India portal (https://egazette.gov.in/
) for post-2010 data, and can share references or open a small PR to validate the structure if that helps.
