Add Telangana State Holidays to India Coverage

The holidays library currently supports Indian national holidays but does not include Telangana-specific holidays. This makes it difficult for applications in Telangana to rely on accurate holiday data for scheduling and compliance.

I propose adding official Telangana state holidays (e.g., Bathukamma, Bonalu, Telangana Formation Day) to the India provider. These holidays should be validated against government gazette notifications and integrated as subdivision-specific rules.

• Manually adding Telangana holidays in application code, which is error-prone and not reusable.
• Using external datasets, but they are inconsistent and not integrated with the holidays library.

This enhancement would improve accuracy for users in Telangana and align with the project’s goal of comprehensive state-level coverage.
