File watcher tool that triggers workflows on change

One thing that would be useful: a tool that watches a directory for changes and triggers a workflow when files are added or modified.

Use case: you drop screenshots into a folder, Relay auto-resizes them and saves the output. No manual prompting needed.

Would this be useful to others? How would you want to configure the watch rules?
