From an LLM scan of the repository, it seems that the caps feature in .openlock/config.yaml and ecosystem-based policies (see below) are no longer in the tool. The references should be removed from the documentation and config.yaml file initialization.
Default policies live in policies/ and are selected by detected capabilities:

It would also be nice to have a link to openshell policy reference document and document the policy enhancements provided by the fork.
