Verified against the failing run (28621320759) and its job log: the actual error is

FileNotFoundError: [Errno 2] No such file or directory: '.../overrides/protos/navigation.GetMode.md'

This is a new crash that surfaced once #5139 fixed the prior KeyError (same "stacked crash" pattern) — #5067 removed the navigation docs section and its override files but left navigation in sdk_protos_map.csv and the generator's services/proto-URL list, so the coverage script still tries to document it and crashes on the deleted override file.

An open PR already fixes this: #5143 (fix/coverage-navigation-and-missing-overrides) removes navigation entirely from the generator and CSV, and additionally guards the proto-override read so a missing override file never crashes the script again. Verified: all required checks on #5143 (prettier, markdownlint, vale, htmltest, python-lint, codespell, CLA) are green.

Note the method-coverage job itself will still exit 1 after #5143 merges — not from a crash, but from ~110 pre-existing "unused SDK method" warnings the crash had been masking. Those are a document-vs-ignore content decision (domain-owner call on sdk_protos_map.csv), out of scope for this issue and tracked separately in #5143's description. So #5143 is linked as "Refs", not "Fixes" — merging it resolves this specific crash but the job will keep reporting (and re-opening/commenting on a ci-failure issue) until the unused-method gap is addressed.
