[Feature]: How to deploy VCFA with no organization #121

DescriptionI have a need to deploy VCFA but with no organization OR the ability to specify a 'VM Apps' organization. Use case / MotivationI do a lot of work with customers who are not ready for All Apps. Actually, none of my customers are ready for All Apps. Therefore I have a need to do support these customers. Proposed solutionAdd option to deploy VCFA either without any organization OR deploy VCFA with a VM Apps org. Preference is to include option to deploy VCFA with NO organization. Additional contextI hope the motivation for this feature is clear. |

You can use the New-HoloDeckInstance -DeployVcfAutomation command to deploy VCFA without creating the Org |
