Describe the bug
If a user orders more than one distribution at once, they will receive an implementing letter for each distribution, rather than one letter covering all the distributions they've ordered. Then, when it comes time to upload the implementing letter to our system, they can only upload the letter for one of the distributions.
To Reproduce
Checkout multiple distributions at once. You will see that you receive multiple implementing letters.
Expected behavior
One implementing letter for all of the ordered distributions should be provided to the user at checkout.
