Spec is stating twice frames can be removed from the queue.

As shown in https://github.com/w3c/mediacapture-transform/pull/125/changes, we have two places where the spec tells we can remove frames from the queue.
The first one is more general and the second one is more specific.
It may be good to only keep one of them.
