Should the second bullet point say "parallel encoding"? The linked issue also discusses faster single-threaded zlib compression strategies though, so maybe that isn't the right title either.

You are right. The Pigz-style is for encoding.
There is a parallel decoding available without restart markers. But is just splits one thread decoding and one thread defiltering. It might not be worth it. And it is a separate topic, really.
