APA to opt out of charter review notification

Side note: charter review requests are duplicated in HR groups' *-request repos - I appreciate that is intended to help, giving us a 'heads up' on charters that are coming up for review, but we already check in here for the charter and Horizontal review requested labels, which is easy enough to do. Having the issues duplicated just gives us two places we need to comment in order to respond. I'd be interested in whether the other HR groups find them helpful, but APA would prefer to opt out of the duplicates please.

Adding the "Horizontal review requested" label currently creates 5 issues that link back to the Strategy issue. Not creating an issue for accessibility could be confusing for readers of the Strategy issue who may think that something went wrong with the accessibility part and needs fixing (in other words, that the bot ran into an internal error and did not manage to request accessibility review). On top of updating the guidebook, it may be worth looking into making the bot provide explicit feedback in the Strategy issue that everything's working as planned. That could be done separately.

Privacy makes use of the issues opened in the privacy-request repo for charter reviews. But if someone wanted to provide us a link to the right query in this repo and would rather we check that instead, I'm sure we could adjust our workflow.

For privacy, it would be open privacy charter requests. I gave that link before but folks don't use bookmarks nowadays...
