This proposes to work on WebMCP within the scope of the Web Machine Learning Working Group, as a tentative deliverable.

we'll need reviews from various actors here, especially HTML, ARIA, TAG, SING, Privacy. Also an item for discussion at the upcoming E-commerce for Humans and AI Agents.

Note that WebMCP is applicable to all Web user agents, which include both web browsers and other intermediaries between end-users and the web.

Citing form WebKit's position, so we are clear:

the Machine Learning CG/WG venue is wrong for the work. The gaps WebMCP identifies are in HTML and accessibility semantics, stewarded by WHATWG and the W3C ARIA and Accessible Platform Architectures Working Groups; a group chartered around machine learning is not the place to decide how HTML and ARIA should evolve.

For reference, here are the minutes from the two WebMCP threat modeling sessions, in chronological order:

• Security Interest Group — 7 July 2026, which established the initial “what are we building?” framing.
• Threat Modeling Community Group — 14 July 2026, the follow-up session focused on “what can go wrong?”

The threat modeling work is still in progress.
