import improvements from private project

This is reminder to import improvements done in separate private project back into Larawell.

List of modifications:

1. Partisan - shell script to aid in running artisan commands inside docker container
2. Move init and other scripts to docker-compose.yml file so that it can be turned on/off without touching main DockerFile
3. Streamline sql import
4. Backup db on container exit
5. Finished laravel init and migration scripts
6. Add composer inside container
