the originally set IP for data port should be reset after rebooting

The originally set IP is set with cmd 'ifconfig', and it is not permanently set, it maybe flush after reboot.
The setting config is stored in mongodb.
So whenever after rebooting, the API server is responsible with resetting IP to dataport according to the config in mongodb
