Add commands:
/portal description <portal> <"description..."|none>/destination description <destination> <"description..."|none>
Give the ability to add a description to portals and destinations for documentation. If "none" is given as the description argument, it is cleared. Show the description next to the portal/destination name when doing /portal list and /destination list. Also show the description in /portal info <portal> and /destination info <destination>.
