What to build

Build the Azure DevOps read-only copilot slice so a user with a working Azure DevOps connection can ask project questions in chat about work items, pull requests, pipelines, and documentation. This should deliver a real, grounded Azure DevOps question-answering path with auto-routing, manual override support, and persisted chat results.

Acceptance criteria

• A user with a working Azure DevOps connection can ask read-only Azure DevOps questions and receive grounded answers in chat.
• Automatic routing works for clear Azure DevOps prompts and a manual override can force Azure DevOps usage.
• Tool activity and resulting messages persist into history and replay correctly.
• Azure DevOps read behavior is covered by automated tests and evaluation cases once the connection path is validated.
