Creating a new release when there are no changes causes a bug

- Create a new release without changing anything, i.e. no new changes in develop
- Still able to tag as a new release
- Somehow, git looks at the earlier release as latest (perhaps randomly), which causes issues with creating a new relase
- Deleting the release fixes this, but I would prefer to fix it
