New CCT C-12 entries for SMHI

Introduction

SMHI, Sveriges meteorologiska och hydrologiska institut (Swedish Meteorological and Hydrological Institute) has its headquarters in Norrköping, Sweden. In COMMON CODE TABLES C-1: Identification of originating/generating centre and C-11: Originating/generating centres the entry 82 is assigned to Norrköping.

SMHI is currently using direct broadcast reception facilities to receive and process data from the AWS satellite using a ground station in Kangerlussuaq in Greenland. As part of SMHI's tight collaboration with Norway and Finland, it is probable that they will soon start to process some data from ground stations in Oslo in Norway and Sodankylä in Finland.

New entries in COMMON CODE TABLE C-12 are requested to allow SMHI to identify these sub-centres.

@amilan17 @marijanacrepulja @antoinemerle These should be a non-controversial additions to CCT-C12. SMHI asked me to take care of the WMO process for them. I think they can use these numbers right away - and the tables will be updated in due course, right? That is how we used to handle CCT C-12 in the past. [of course in the very old days we didn't consult with WMO for CCT C-12, we simply informed WMO what was being used!]

I just want to mention that subcentre 98 shall never be allocated for centre 82 to maintain backward compatibility with existing Data. SMHI used to re-encode ECMWF data (centre 98) using centre 82, subcentre 98 and store it in their local archive.
