coordinate GDC metrics implementation update

• guidance for GDC metrics implementation is in scope for INFCOM-4
• GDCs can implement this change prior to INFCOM-4 (per validate and add metrics to GDC Technical Considerations #36 (comment))

ACTION (@tomkralidis): Raise a new et-w2it issue to manage the coordination of deployment of this change, including informing GISCs / GISC Watch and ET-WISOP. Close this issue once the new coordination issue created.

@tomkralidis: put forth prototype implementation for review, testing and validation

I've updated the wis2-gdc RI on wis2dev for review/testing/validation [1]:

• endpoint: https://gdc.wis2dev.io/collections/wis2-discovery-metadata
• (new) metrics: https://gdc.wis2dev.io/wis2-gdc-metrics.txt

[1] for those interested, under the hood, wis2-gdc uses pywiscat (which does the full metrics analysis against any GDC, standalone) as a component/library to calculate/assemble the metrics and emit via OpenMetrics. Metrics are updated daily at 1h UTC. This means any GDC implemented with wis2-gdc can be updated on the next official release to realize the above updates. In addition, other GDCs may use pywiscat (via Python) to run the metrics/analysis and integrate into their workflow.

Canada, China, Germany and Morocco have reviewed the impact of changes.

Canada, Germany, and China have implemented the changes required in their Global Discovery Catalogues, ready for future deployment.

Morocco has not yet implemented changes to the GM dashboards.

@elgarraichemseddine asked for sight of the new metrics. @tomkralidis pointed to the metrics end-point of the development instance: https://gdc.wis2dev.io/wis2-gdc-metrics.txt

The next step is to coordinate a deployment date for the changes.

• ACTION (@tomkralidis): Coordinate with @guwj0609 (China), @el4ren (Germany) and @elgarraichemseddine (Morocco) to agree dates for deployment of updated GDCs (Canada, China, Germany) and GMs (China, Morocco) to the operational WIS2.
