To ensure that WIS2 is operating "as expected" we need some objective performance measures (KPIs); e.g., up-time, response time, data availability etc.

...and it should be defined who provides the metrics, e.g. provide up-time from Global Service or WIS2 Node itself or measured centrally e.g. by GBs for message brokers and from GC for data servers

For response times of a GB we could calculate average time delay between pubtime and received
(but where and from whom received? e.g. at the GM)

For GC, we might want to set a minimum percentage of available core data, but what serves as a reference value (100%)?
