[CARRYOVER-partial] Network indicator + wrong-network detection

Context. Wallet's active network vs app's expected network can drift silently. Users then submit txns that vanish. Show a persistent network chip and interrupt actions when they disagree.

Scope.

• Header chip showing active Stellar network per wallet.
• Compare against app-selected network on every action.
• Interrupt with a modal: "switch network in wallet or in app".

Acceptance.

• Chip updates on wallet network switch
• Send / receive / withdraw all gated behind matching network
• Interrupt modal has clear resolution buttons
