Block "defined" statements other than "Initialized" and "Terminated" when lauchMode does not equal "Normal"

Per Cmi5 Spec, 10.2.2 launch mode, an AU must not send cmi5 defined statements other than "Terminated" and "Initialized" when launchMode is either "Browse" or "Review".

Would you expect the affected methods to throw an error in this scenario instead of performing the intended request?
