Move lookup tables to a public bucket

I created [this public bucket](https://console.cloud.google.com/storage/browser/roar-lookup-tables;tab=objects?authuser=1&project=gse-yeatmanlab&prefix=&forceOnObjectsSortingFiltering=false) to store lookup tables. We should move the WJ lookup table there and then use anonymous authentication to pull that data in the WJ lookup table function.
