Capture the problem and desired outcome for a small vendor-neutral foundation covering artifact and stage-result contracts, profiles, capabilities, risk metadata, and evidence references. Claude, Codex, GitHub, and GitHub Actions remain the default preference profile, not core requirements. The contracts must prove that harness and forge adapters can be replaced independently, without changing artifact, policy, or audit meaning.
This issue is only for work/portable-control-plane-core/intent.md. It does not authorize risk-gate behavior, immutable evidence, a spec, implementation, real adapter extraction, or new autonomous writes. Those controls and later systems keep their own artifact chains. Merging the intent PR is G1 acceptance into design.
