M3-24: prove retained real-feature terminal success

Goal

Advance the real Chongqing feature path from temporary ledger promotion to an auditable retained staging Run terminal success without raising production claims.

Acceptance criteria

• Execute the checked Spark/Sedona JDBC/S3 Iceberg ingestion through a real DolphinScheduler task.
• Persist the execution plan, PolicyDecision and Approval Artifacts before dispatch.
• Retain the namespace/PVC/Iceberg output and dedicated GDA Control PostgreSQL for seven days under one bounded retention ID, while deleting the source payload and temporary scheduler.
• Independently reopen the retained Parquet and persist evaluator-authored quality evidence.
• Reuse the atomic output promoter and existing database success finalizer to reach succeeded@3; exact replay must add no facts.
• Keep protected identity, production storage/tenant attestation, persistent scheduler/executor, restart/recovery and production_ready false.
• Record identity-bound cleanup and wire validator, unit and PostgreSQL negative suites into CI.

Evidence target

ADR-070 plus a checked, path-free M3-24 evidence artifact with retained material lifecycle and production claim ceiling.
