cate.mcp: rename Cate Agent install target to Agent panel - #19

The interactive pi chat was renamed to the agent panel; 'Cate Agent' now means something else. Relabel the install row (id cate-agent -> agent-panel) so it names what it wires up: MCP for the agent panel via .pi/mcp.json. Bumps to v1.3.1.

Follow-up to #18. The interactive pi chat was renamed to the agent panel, and "Cate Agent" now refers to something else. This relabels the install-into-agents row (id
cate-agent->agent-panel, label "Cate Agent" -> "Agent panel") so it names what it actually wires up: MCP for the agent panel via.pi/mcp.json(read bypi-mcp-adapter, registered in the default/agent-panel pi dir by 0-AI-UG/cate#434).No behavior change: same file, same shape. Bumps to v1.3.1.
Verified: typecheck clean, 113 tests, build + sync-kit clean.
