Adds SmoothScroll, a free open-source utility for Windows 10/11 that adds Mac-style smooth mouse-wheel scrolling. Native low-level input hook (no driver), frame-perfect easing at 120 Hz, per-app exclusion, system-tray UI. MIT licensed, signed v0.1.12 release available.
