The root AGENTS.md and flat specs load for every session, so work in app/ would start from old-app rules. Old rules move to lib/AGENTS.md and .trellis/spec/legacy/; spec_scope keeps a task to its package's spec.

M1 PR 1：指令檔與 spec 分家（擁有者決定 1，
.trellis/tasks/09-28-m1-skeleton-tracer/design.md§1）。app/還沒有程式碼時先分，免得新專案的工作從舊規則開始。AGENTS.md：只留共用部分，包括 repo 地圖、ADR 規則、issue 慣例、Trellis 段。舊規則原封搬到lib/AGENTS.md。.trellis/spec/legacy/，guides/仍共用。config.yaml宣告legacy、app兩個 package，並設session.spec_scope: active_task。verify-on-device改名verify-legacy-on-device，只給舊專案緊急修正用。這個名字留給app/版（PR 11）。window_manager維護狀態、0027 的 skill 改名，各加一句補充，決定本身不變。Review 指南
lib/AGENTS.md的三段和舊根目錄逐字相同，只改了兩處路徑：git show main:AGENTS.md對照。lib/AGENTS.md；guides/裡的路徑補上legacy/。.trellis/spec/<package>/index.md。session-start.py會把它當扁平層，不看 scope 一律注入。驗證
flutter test --exclude-tags live test/support test/workflows：100 個測試全過。docs/audit/除外；101 個 markdown 檔的相對連結全部可解析。app任務只列guides；legacy任務列guides加上五個 legacy 層；app。
