feat(admin): restyle the operator console to the Daisy palette - #510
Restyles the operator console (apps/admin) to the Daisy look, so it reads as the same product as the participant app. Commit 5983646c.
The Daisy palette in the same light-dark pairs as apps/web, with the system colour scheme.
Fraunces headings and Instrument Sans text, self-hosted through next/font as apps/web does.
A header with the daisy mark, the Accounts, Audit and Security sections (the current one marked with aria-current), and the operator's name with Sign out.
Tabs, outlined and primary buttons, hairline tables, notices for results and unknown outcomes. Status keeps a dot beside its words.
Sign-in and passkey enrollment sit in one centred column with the mark.
No behaviour change. The forms, server actions, aria labels, roles, link names and the Accounts heading are unchanged, because the operator journey e2e depends on them. The Security window control stays a select with a Show button, since that form works without JavaScript.

Validation
Commit 5983646c, run in the worktree on this branch.
Run and passing:
bun run --cwd apps/admin typecheck: exit 0
bun test src in apps/admin: 58 pass, 0 fail
bunx eslint apps/admin: exit 0
bunx prettier --check apps/admin: all files pass
bun scripts/check-boundaries.ts: architecture verified
bun scripts/check-styling.ts: exit 0
NOT RUN:
apps/admin integration tests and e2e/operator-journey.e2e.ts: need the shared Postgres and Redis stack (bun slot:up), which this environment does not have.
A visual check in a browser: the layout has not been rendered or inspected.
The full bun check gate and next build for apps/admin.
Operational impact
None. No migration, configuration or deployment change. Fonts load through next/font, as in apps/web.
Architecture
None. Changes are confined to apps/admin/src/app; no package boundary, dependency or ADR is affected.
Compliance & telemetry
none: no data class, purpose, processor, retention period, log field or analytics event is added.
Give the operator console the Daisy look: the same light-dark palette,
Fraunces headings and Instrument Sans text as apps/web, a header with the
daisy mark and the current section marked, tabs, outlined and primary
buttons, hairline tables, and notices for results and unknown outcomes.
Status keeps a dot beside its words so colour never carries it alone.
Markup and behaviour are unchanged: the same forms, actions, aria labels,
roles and link names the operator journey depends on.

Walkthrough
The admin console gains shared branding, navigation, typography, and responsive styles. Accounts, audit, security, enrollment, and sign-in pages adopt the shared presentation. Existing account action conditions and page content remain unchanged.
Changes: Admin console presentation
Layer / File(s)
Summary
Shared brand, navigation, and design system apps/admin/src/app/operator-nav.tsx, apps/admin/src/app/layout.tsx, apps/admin/src/app/globals.css
The operator navigation adds a Daisy mark and current-page state. The root layout loads Instrument Sans and Fraunces. The stylesheet adds light and dark console tokens and styles for navigation, controls, tables, notices, and responsive layouts.
2witstudios/daisydebate#436: Establishes the operator API and protocol used by account forms that this change restyles.
Merge Risk: Low · previous review 59836
The console can have excessive spacing and overlapping text in constrained layouts. These presentation issues are bounded but should be addressed.

- Line 91: Replace the fixed 64px height in the header styles with a 64px
minimum height so the header can expand when its contents wrap, while retaining
its current minimum size.
- Line 160: Update the button sizing rule in the global styles to use a minimum
height instead of a fixed 36px height, allowing both default and .button-small
buttons to grow when text is enlarged or wraps.
- Around line 42-46: Update the layout targeted by `main > :not(header)` so each
ordinary page places all non-header content, including alternate branches,
inside one page wrapper, with `{nav}` outside it; this applies the vertical
padding once per page while leaving the existing `.auth` styling effective.

- Apply the page's vertical padding once: the first block under the header
and the last block of the page, instead of every block between them.
- Use a minimum height for the header and buttons, so wrapped text grows
them rather than spilling out, including at 200% text zoom.
