Updating CI/CD to support the standard branch/PR model: regenerated the git hooks without --with-guardian and removed residual guardian comments, so commits/pushes no longer trigger the local guardian browser-approval intercept.

Mechanical change only:

  • goneat hooks generate (without --with-guardian)
  • goneat hooks install
  • removed leftover "Guardian enforcement ..." comment lines

The manifest-driven goneat assess checks (format/lint on pre-commit; format/lint/security on pre-push) and the crucible-clean pre-push check are unchanged. No release-notes/changelog changes needed.
