Consumer pin now names tag v0.1.3 (commit fb19564). Exact committed- synthetic goldens and encoding checks match that emitter: GPG success records require key_role, and minisign public-blob SHA-256 is lowercase hex. Locate remains DECERNOR_BIN or PATH.
