LICENSE carried the dual-license preamble above the AGPL-3.0 text, so GitHub's licence matcher could not identify it and reported "Other". LICENSE now holds the verbatim AGPL-3.0 and nothing else; the dual-licensing terms move to LICENSING.md, matching the other public repos.
