The phase-discovery and reindex instructions now carry the selected session through naming-readiness and projection catch-up. Batch instructions require explicit scope, comparison with the prior selected IDs before follow-on effects, and a separate owner task for mechanism repair. Authored capability versions and the graph/router companions are synchronized; runtime command implementations are unchanged.
Validation: 16 focused tests, generated capability validation, clean export parity and a public audit with zero findings passed. Hosted Python 3.11 and 3.14 checks passed, and exact-commit manual review is recorded. A controlled Codex trial prepared five commands for the same selected session without executing archive maintenance. The bounded owner installer delivered the packages while preserving sampled kernel/config/hooks/profile paths and user links.
