feat(stats): add default-off inference economy observation contract

Summary

• add the provider-neutral, opt-in inference economy observation schema
• preserve explicit missing, unknown, stale, estimated, provider_reported, and exact-tokenizer states
• keep runtime outcome, eval verdict, closeout, and owner acceptance separate and non-authoritative
• register the source, semantic validator, and focused Boundary Bridge proof

Validation

• python scripts/validate_stats_source_home.py
• python scripts/validate_stats_protocol.py
• python scripts/validate_mechanics_topology.py
• python scripts/validate_nested_agents.py --fail-on-untracked
• ruff check ...
• focused source/mechanics/protocol tests: 88 passed
• full suite: 546 passed, 6 failures caused by pre-existing pinned 8Dionysus reference-owner drift (3baafa... required, 7ff7bb... present)

Scope and risk

• default-off contract-only change; no active profile, registry admission, runtime producer, route/policy, activation, pilot, promotion, eval, or owner-acceptance claim
• release gate remains blocked by the external pinned-owner drift above; no generated views were changed
