feat(stats): add bounded affected feedback

Summary

• Add advisory release_check.py --feedback --changed-path ... selection from the authored source-home manifest and mechanics topology.
• Run existing topology-part tests or source-family validator tests, deduplicate paths, and fall back to the unchanged complete gate for unknown, shared, malformed, mapping, runner, CI, or discovery inputs.
• Keep --lf as a local retry hint only; document caller-complete changed-path and non-transitive advisory boundaries.

Validation

• python -m pytest -q -c /dev/null --rootdir . --confcutdir . tests/test_release_check.py tests/test_docs_routes.py (19 passed)
• ruff check scripts/release_check.py tests/test_release_check.py
• Real temporary schema, producer, and consumer defect -> failure -> --lf retry -> complete selected rerun trials passed.
• Exact pinned local release gate: 576 passed, 694 subtests passed.

The full release gate remains unchanged; this PR does not claim runtime freshness, owner acceptance, proof, or admission.
