afi-ops (a Phase-1 operations-toolkit repo of stub scripts) is being deleted. Scrub its repository references from this repo's docs/metadata; where a statement required an owner, reassign per the current ownership model (infra/deploy foundations -> afi-infra; service health -> owning service; benchmark tooling -> afi-benchkit). All 5 references were "consumed by / target repo" style list entries; the afi-ops entry was dropped from each, and where a statement needed an owner for deployment/infra it was reassigned to
