…detokenize orchestration-path guard - Re-vendor validators/__tests__/kats/compute-uwr-score.kat.json byte-identical from afi-config@d6f2504. PROOF: the ONLY change is the golden-anchor vector's description (old path -> present invariant); every numeric vector, incl. uwrScore 0.1875, is byte-identical (git diff shows one description line). - Re-pin the KAT self-integrity hash PINNED_SHA256 ff2f639… -> e66e8397… (test) + kats/README.md; refresh the vendoring-provenance header to afi-config content commit d6f2504 / blob ac6f74e… (R1-GOV D-R1-7). - Scrub the old golden path from the golden-anchor test comment. - Rename + detokenize the retired-orchestration-path guardrail (fragment- assembled path; enforcement preserved; zero retired literal in source). Authorized by R1-GOV D-R1-7/D-R1-11. No KAT vector value, uwrScore, or scorer/ UWR behaviour changes. afi-core: 213 tests pass. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>

Implements R1-GOV (accepted) in afi-core. Re-vendors the compute-uwr-score KAT byte-identical from afi-config@
d6f2504; the only change is the golden-anchor description (old path → present invariant) — every numeric vector incl.uwrScore 0.1875is byte-identical.
